What "vanilla" and "meta" mean
"Vanilla" is the base game with no mods — the standard ruleset most ranked players use. The "meta" is simply which factions, doctrines and units are winning most right now. It shifts with every balance patch, so a meta deck is a moving target, not a fixed recipe.
That's why copying a random list you saw once is risky: it may be built for an older patch. It's better to understand why a deck is strong, so you can adapt it as the meta changes.
What actually makes a deck strong
Three things: efficient units (a lot of impact per point), a balanced core (no gap an opponent can exploit), and a sustainable economy (an army you can actually keep on the field). A deck that maxes one and ignores the others loses to a well-rounded one.

Pick a faction and two doctrines
Start by choosing a faction that fits your style: the USA leans on air power, precision recon and flexible combined arms; Russia favours heavy armor, strong artillery and dense infantry. Then pick two doctrines that cover each other — typically one that holds ground and one force multiplier (recon, air or special forces).

The core every meta deck needs
Recon to see first and shoot first. Line infantry with anti-tank to hold cities and zones. Fighting vehicles as your armored punch. Anti-air — skipping it loses you the game to aircraft outright. Artillery or support to pry defenders out of cover. And logistics to keep income and resupply flowing.
Fill those roles before you spend on flashy expensive cards. A deck of only S-tier tanks with no AA and no recon is not a meta deck — it's a trap.
Respect the economy
In-match income drops to zero once roughly half your deck's total cost is deployed at once. So your real playable army is about half your deck — spend as if the effective budget is 5,000, not 10,000. A deck stuffed with cards you can never afford to field together is weaker than a leaner one you can sustain.
